The Regulation of Hasan Kalyoncu University Women and Family Application and Research Center was published in the Official Gazette dated July 12, 2015, No. 29414, and entered into force.
Part One: Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to govern the procedures and principles relating to the objectives, fields of activity, governing bodies, and duties of these bodies of the Hasan Kalyoncu University Women and Family Application and Research Center.
Scope
ARTICLE 2 – (1) This Regulation covers the provisions relating to the objectives, fields of activity, governing bodies, and duties of the governing bodies of the Hasan Kalyoncu University Women and Family Application and Research Center.
Basis
ARTICLE 3 – (1) This Regulation has been prepared pursuant to subparagraph (2) of paragraph (d) of the first subclause of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 – (1) In this Regulation: a) Center refers to the Hasan Kalyoncu University Women and Family Application and Research Center; b) Director refers to the Director of the Center; c) Rector refers to the Rector of Hasan Kalyoncu University; ç) University refers to Hasan Kalyoncu University; d) Board of Directors refers to the Board of Directors of the Center.
Part Two: Objectives and Fields of Activity of the Center
Objectives of the Center
ARTICLE 5 – (1) The objective of the Center is to develop solutions, in collaboration with public and civil institutions, to problems related to women and the family.
Fields of Activity of the Center
ARTICLE 6 – (1) To achieve its objectives, the Center carries out activities in the following areas: a) Organizing conferences. b) Organizing panels. c) Organizing speaker series. ç) Conducting scientific research. d) Publishing bulletins. e) Engaging in artistic activities. f) Forming partnerships with student clubs. g) Collaborating with foreign researchers.
Part Three: Governing Bodies and Their Duties
Governing Bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are: a) Director. b) Board of Directors.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a period of three years from among the faculty members of the University related to the Center’s field of activity. A Director whose term has expired may be reappointed.
(2) Upon the Director’s recommendation, two persons from among the academic staff of the University engaged in the Center’s field of activity are appointed by the Rector as deputy directors for a period of three years to assist the Director in their work.
(3) When the Director is not present at their post, they delegate one of their deputies as acting director. If the acting period exceeds six months, a new Director is appointed. When the Director’s term ends, the terms of the deputies also end.
Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows: a) To carry out the activities of the Center in accordance with its objectives in a regular manner. b) To represent the Center and chair the Board of Directors and the Advisory Board. c) To make the assignments required by the Center’s activities. ç) To submit a report on the general status and functioning of the Center to the Rector at the end of each academic year and upon request, after obtaining the opinion of the Board of Directors. d) To be primarily responsible to the Rector for the supervision and control of all activities of the Center.
Board of Directors
ARTICLE 10 – (1) The Board of Directors consists of the Director, one Deputy Director, and five members appointed by the Rector for three years from among the academic staff of the University related to the Center’s field of activity.
(2) The Board of Directors decides on the education, training, scientific research, consultancy, and publication activities of the Center and the principles related to these activities. The Board of Directors convenes ordinarily at least four times a year, and extraordinarily when necessary upon the Director’s call, with an absolute majority.
Duties of the Board of Directors
ARTICLE 11 – (1) The Board of Directors performs the following duties regarding the management of the Center: a) To ensure the preparation and implementation of plans and programs related to the Center’s activities. b) To prepare the investment and plan draft of the Center and submit it to the Rector for approval. c) To evaluate and decide on the requests of Center staff regarding education, practice, research, consultancy, and publication. ç) To establish temporary working groups related to the Center’s activities when necessary. d) To determine the basic principles of joint work to be carried out with public and private organizations at home and abroad. e) To evaluate and decide on matters brought by the Director relating to the management of the Center.
Part Four: Miscellaneous and Final Provisions
Personnel Needs
ARTICLE 12 – (1) The academic, technical, and administrative personnel needs of the Center are met by staff assigned by the Rector pursuant to Article 13 of Law No. 2547.
Entry into Force
ARTICLE 13 – (1) This Regulation enters into force on the date of its publication.
Enforcement
ARTICLE 14 – (1) The provisions of this Regulation are enforced by the Rector of Hasan Kalyoncu University.
